Mre cannot restore agents at startup, sticks in busy wait

    Description

      This issue was faced in PTCL on 28th March 2020. Following is identified scenario:

      1. Setup Comm Server with Finesse integration. All components should be up and running.
      2. Try to login an agent with correct agentId and correct password, extension should be wrong. Agent will not login and Invalid Device error will be displayed on Agent Gadget.
      3. Restart MRE
      4. MRE will not be able to restore agents, it will stick in a loop forever.
