[UCC Integration] Allow Agent Login with Finesse User Name

If someone tries to log in with Finesse User Name instead of the User Id, the Communication Server cannot connect to the XMPP server in this case and upon Chat Server restart, it published an UNKNOWN state event for all agents which included this specific agent. The reporting connector faced Foreign Key Constraint in this case.
