Specifies if an agent can receive new chat requests or not. This helps achieve pending not ready implementation where an agent is in READY/ACTIVE state but can set his/her mode to non-routable(0) to specify he/she does not want to handle new incoming chats. After agent's current chats are ended, the agent state is transited to NOT_READY
