Push Wrapup during or after chat end

Agent should be able to push wrapups during chat or at the end of chat
If Wrapups are selected and chat state changed to CLOSED, wrapups should be pushed automatically.
If CLOSE_CHAT_DELAY is set to 0, agent won't be able to push wrapups after chat end.
