bot-connector unable to send customer information when multiple bots are enabled

Environment Setup

Deploy two separate instances of Rasa Bot

Scenario

1. In bot connector environment variables, set up a default bot e.g. BOT_1 for a channel e.g. Web, and set up the other bot for any other channel e.g. BOT_2 for WhatsApp
2. Initiate conversation from Web, the BOT_1 will answer as expected
3. Initiate conversation from WhatsApp, BOT_2 will be unable to join the conversation and the WhatsApp conversation with Bot won't work
